>> good morning, welcome to "11 news saturday morning". i'm jennifer franciotti. >> i'm lisa robinson. our top stories in a moment but first john is here to look outside. >> i'm getting calls about people that need rain. but it is the 4th of july weekend. so, if you count yesterday and by the traffic that i saw a lot of people were out yesterday. out of the four days, if you get one with a decent rain chance that is not bad. what is tomorrow? >> that is the rain chance but it is scattered. right now we're fine.

there no rain nearby. so, the best odds if you are going to have a picnic like in the back yard or something would be today or on monday. >> that is good. >> i know because you planned one on sunday. all we can do is talk about the weather, we can't force it to do anything. there is rain out to the west showing up on the radar. that stuff will get closer later today but what will be a threat around this area -- it won't be a threat in this area until tomorrow. ahead.s >> our big story family and friends return to the crime scene it are your a mother and -- to remember a mother and daughter. alicia avery was found shot to death with her daughter darry'el. we have more on how they are being remembered. >> it is hard for us because i'm never going to have a chance it say goodbye to my daughter properly. >> just that i don't know, man, i'm devastated by everything.

it still haven't fully hit me. >> alicia's parents have cried every day since avery and her 4-year-old daughter darry'el were discovered shot to death in a baltimore county motel. tonight loved ones lit candles and shared memories of the mother and daughter who adored each other. alicia had a beautiful voice and darry'el had an infectious personality. >> they were beautiful people. to get to know them you would love them. >> they had not been seen or heard from four four days when baltimore county police discovered their bodies in a room at the welcome inn motel monday. within days police charged avery's fiance 28-year-old brian eggleston jr. with the murders. her mother said the relationship between avery and eggleston had soured in the days before the shooting. >> i already knew. i knew that he was the one. she was tired. she was stressing her out and

she was going through so much. i'm praying for him because he needs a lot of prayer. he really did. something is really wrong with him upstairs and mentally. needs a lot of prayer. >> alicia avery left behind another daughter and her mother said she was so excited to be pregnant with twin boys. >> i know she is ok and i know god closed her eyes before she can see anything that was going on with her and my grand baby. >> still no word on the circumstances surrounding a body floating in the inner harbor. skyteam 11 was live over the scene just after 6:00 friday evening when fire crews found a man unconscious. officials are working to confirm his identity. convict is eleased behind bars this morning accused of gunning down korean businessman. william carr shot and killed

chong wan yam on tuesday who at the time was making a delivery to erdman liquors. carr has a lengthy criminal record and was just released from a 20-year term. the baltimore city state attorney had launched an initiative keeping repeat violent offenders behind bars longer. >> the second home invasion by police impersonateers in a week has the police department concerned about public trust. the latest were bound and debacled by two or three men in their federal hill home. here is lowell hrel with the details. >> police say it was around 3:00 friday morning when two to three believed to be armed masked men broke through the door of this row home in the 1600 block of elkins lane in federal hill. the suspects identified themselves as baltimore police officers, bound and debacled a male and female inside and ram sacked the -- ransacked the

home. >> these individuals are coming in at all hours claiming to be a warrant unit identifying themselves as baltimore police officers and immediately people identify and have a trust for the police officers. at first their guard may be put down and quickly this couple realized these individuals were up to no good. >> this is the second crime it happen in a week in the city. on june 27 in northeast baltimore police say suspects kirked in the door of a home in the 1500 block of medford road identifying themselves as police. that ended with a male victim being shot. we spoke with one of the victims at federal hill. was too afraid to use his voice on camera. he said the suspects used a crowbar it burst down the door and he swore he had a gun pointed at his head. we spoke with neighbors who say something like this just isn't and is cause for concern. >> i'm shocked. i had no idea. i guess it could happen to

anyone. just completely shocked. i used to live about two doors down from them. >> that takes it to another level. i think it is most disturbing because they are walking around with police uniforms. it gets you begging the question who do you trust. if i see police officers knocking on my door normally i will answer. now i have to think twice. >> police say they will step up patrols in the area as they worry about trust issues between citizens and the police. >> when an officer comes to your door and identifies himself as a police officer you are going to be more cooperative than you would a complete stranger. that is what concerns us. that these individuals are taking the authority of police officers, the trust that police have with citizens afptsdz exploit being that. >> city police say their warrant operation targeting violent offenders was a major success so much so that the mayor is extending the initiate r initiative another two weeks. looking to get an

additional 100 violent criminals off the streets. >> the number one thing that communities are talking about is public safety and making sure we are not taking our eye off of our goal of creating a safer city. >> in 30 days it cleared more than 1,000 warrants and arrested nearly 640 spubgtsz. city residents now have access to a new tool to keep up with issues related to public safety and crime. the e-mail and text alert subscription service allows residents to sign up by individual police districts and neighbors. the mayor calls it an important addition to improving communication. you can go to www.wbaltv.com and click on local news. >> the c.e.o. of baltimore city school system is staying put. he accepted a new four-year contract. he will be paid $2630,000 a

kwraoyear a monthly car and a stipend and undisclosed performance bonus. the renewal comes in a significant decline in m.s.a. exam scores and news of test tampering when the city noted peak exam scores. the salaries of 7,800 baltimore county employees are now posted on line for everyone to see. earning nearly $2035,000 is the police chief jim johnson the highest paid employee. director of information earned the seconds highest salary of $199,000. the state attorney makes just more than $194,000. county executive, who made a campaign promise to release the salaries, earns $150,000 a year. >> one month and counting is how long administration says congress has to raise the nation's borrowing limit. otherwise it warns the economy could suffer catastrophic consequences.

nikole killion has the latest. >> according to the treasury department the drop dead deadline is august 7 but the white house would like to see a deal before then. president obama heads for r and r this weekend but the white house is not taking a break from debt talks. >> we will continue having conversations through the weekend and if we don't make progress everyone will find themselves locked in a room. >> the treasury department confirmed august 2 is the deadline to raise the borrowing limit or the government won't be able to pay its bills. >> just like when a family doesn't pay their mortgage or car bill the creditors come calling. >> to make sure that doesn't happen the director said the administration would like to is he a debt deal by mid july. >> congress has to begin now to have this done up on the hill and voted on before august 2. >> under the previous order the senate stands adjourned.

it is another gorgeous morning. we have had a few days of beautiful weather. we need some rain and we have a little bit of that in the forecast here. but as always typical, it will be scattered. now all out in ohio and indiana. by the ends of the day it will start working in the mountains and if you are headed to western maryland you have some rain chances later today widely scattered. overnight tonight and into tomorrow the rain chances increase. for the moment we are high and dry. the current conditions outside with sunshine and just a few scattered clouds. b.w.i.-marshall 62. humidity is up normally. that will drop although today will be a bit more humid than yesterday. winds calm. barometer showing a rising tendency. high pressure over us. the rain that was on the radar west of us can't move in right now because of the high

pressure. cambridge 59. boardwalk 64. same elkton. parkton 62. 61 westminster. frederick after i. and 60's in western maryland. clear skies overhead. a few clouds over the jersey shore and down into delaware maybe a couple of clouds. hard to tell on the satellite around ocean city but fair weather. the rain-making stuff is out to of us.t i have shaded in blue the high pressure over us that has given us this buffalo weather. as we say in the business, it is beginning to erode to the west a little bit. the high will weaken and slide further east and this storm out to the west of us the cold front will begin it edge closer. that means the rain chances will increase but at the time we are done with the weekends. also as the front gets closer the warm humid air gets closer, too so the temps go up and humidity goes up.

today we will be into the low 90's or upper 80's near the bay. isolated storm mostly west of us. south winds 10 miles an hour. for boaters a one-foot chop on the open waters and high tide about 8:00 this morning and then again 8:27 in the evening. winds start to swing around to the south and rain chances increase. by evening we will see showers in the mountains and future cast and the front approaches sunday so the rain chances will increase during the day for scattered storms. monday it looks like most of the rain will be south of us during the day. the forecast for ocean city, nice today and rain chances tomorrow. even early on monday. temperatures mostly in the 80's. forecast, not bad. we look at all three days on this fourth of july forecast. west of us 90. scattered thunderstorms sunday.

>> some fast food restaurants are looking to add a little kick to their menus. a currently of sonic restaurants will sell beer and wine.

starbucks is offering beer and wine in some seattle locations. many americans will head to national parks during the holiday but a new study indicates quite a few of those parks are in need of repair. a 10-year study by the national parks conservation association points out decaying buildings and air and water pujo pollutio. throughout the system 60% of the historic structures are in need of repair or maintenance. the national mall is among them. it needs several hundred million dollars of investment. >> national parks advocates say parks are a major economic engine for many rural areas and for i have dollar invested there is $4 return to the local community. we have heard that higher gas prices will keep a lot of you off the road and at home this july 4th. but be prepared to get socked in the pocketbook even at the

cookout this weekends. >> not even the july 4 barbecue is immune. the national retail federation says the cost of the cookout is up 12% from $54 last year to $61 this year. all the staples are higher. even charcoal, lighter fluid and propane. and yes, even the beer. >> you have the raw materials have to be shipped to factories to make the beer. >> from the brewery to the distributor to the retailer and finally to the back yard after guzzling a lot of gas to get there. but there is another reason. bad weather in germany has caused a worldwide shortage of hops. >> they are talking about of the world supply of this key ingredient. it is suddenly unavailable or lesser quantities. >> prices on fireworks have gone up, too so much that dozens of

>> it is a sign of a parade when you see the chairs and other things lined up look frederick road in catonsville. people like to mark their spot for the parade and residents decided to have a chair decorating contest. the winner gets $300 in cash, a float in the parade and primary seating at the fireworks display. this weekend the baltimore symphony's star spangled spectacular is expected to draw thousands for the celebration and tonight a recent towson high school graduate will sing the national anthem. as christian hoff's name is familiar it is for a good reason. >> for the ramparts we watched were so gallantly streaming. >> he is warming up before his star spangled performance saturday night. >> i'm singing the national anthem with the v.s.o. >> he is one of the three

winne winners contest. they competed against more than 30 of the region's best vocalists for the chance to sing the national anthem. for him and his parents being for his singing talent is somewhat new. he started playing piano at four and studied for years but didn't find his voice until seventh grade choir. >> i kind of made the switch. >> we didn't know and he didn't know that he loved to sing until then. >> the first time i heard him sing solo was about a month ago. >> spectacular children for the haufrs is not new. his sister is an olympic medalist swimmer. she doesn't play piano and christian doesn't swim. >> that is correct. we kind of split off. >> christian is also a song writer. he just graduated from towson high school and will led to

some areas have gotten some rain but others haven't. the best picnic weather is either today or possibly monday. i'm hedging my bets on sunday a little bit because something will be coming in with the chance of rain. right now the rain is to the west of us. that is part of the system that will eventually break into this ridge of high pressure that has been giving us great weather the past couple of days. this morning it is very nice. temps in the low 60's right now. but you can see the shower activity in ohio. that is running out ahead of a front which is back near the mississippi valley. that will come in tomorrow and tomorrow night. the rain chances eventually go up and again today and monday like best days of the weekend with tomorrow the most marginal. details of the forecast coming up. >> looking at some top stories the 15-year-old shot and killed

during a sleepover has been laid to rest. michael brooks was at a tpraepbsd house when an 11-year-old found a gun in the home and while handling it accidentally shot brooks. authorities found a total of 22 guns in the home. so far no charges have been filed but police are still investigating the case. >> fire investigators are trying to figure out what caused a fire that quickly spread through a vacant shopping center in randallstown. they responded to the liberty plaza shopping center. they believe a gas line fueled the flames. it took crews about an hour to put it out. there were no reports of any injuries. exxonmobil faces more than a billion dollars of punitive damages alone in a case involving a gasoline league. a jury returned the verdict thursday. a group of 1630 jacksonville, maryland, residents and business owners sued exxonmobil after a leak spoiled their ground water in 2006. the company says it will appeal. >> dozens of new laws are in

effect and they include everything from an increase in state alcohol tax to a statute to eliminate drunk driving. david collins has more. >> now is the time for direct wine. shipments from the vine to your home is legal. state controller is among the first to place an order. he did it in person in baltimore county. the state made applications available june 10 and as many as 30 wineries have signed up. the sales tax on alcohol increases from 6% to 9%. some bar owners are considering rounding opinion think increase to the nearest quarters. caters will have to keep meticulous records. the new tax is suspected to generate $87 million a year. it will fund services for developmentally disabled. next year it goes to the general

fund. governor o'malley committed in a letter to health advocates that try to help fund their cause in future years through the budget process. another alcohol related bill requires drivers who refuse a field sobriety test and have a blood alcohol level of .15 or more will have to participate in a program and pass a test to have the vehicle to start. the governor invest maryland initiative will bolster venture capital spending. the framework for an insurance exchange takes effect and car can tack a $200 dealership fee on the cost of the vehicle. title fees double to $100. a 7.5 million dollar tax creditor producing films in maryland takes effect and so does a state income tax credit for 20% of the cost of electric vehicle recharging equipment. the amount of money state will pay for retirement goes up from 5% to 7%. and state employees hired after

july 1 will be vested in the retirement plan in 10 years rather than five. the state department of education will be developing policies to raise awareness about the risk of concussions and head injuries in kid sports. and july ushers in a new meaning to the phrase bone an teeth. dogs will be allowed to dine with owners at participating restaurants. these are only a sample of the laws passed this year in maryland. most of them go into effect 1.ober >> you can see all the new laws in our slide show on our website, www.wbaltv.com. >> the charges against him stand for now but dominic strauss-kahn is freed from the shackles of house arrest while on bail in the alleged rape of a hotel maid. weeks after saying they had a strong case the district

attorney is admitting friday to serious credibility questions about the maid. strauss-kahn's next appearance in court is july 18. closing architects in the casey anthony murder trial are set for sunday. both sides have the day off to prepare. she is charged with murdering her daughter caylee in 2008 using duct tape to suffocate r her. the defense said she accidentally drowned in her grandparents' pool. skwraorls maria shriver made the final move to end her marriage. she filed her petition to arnold schwarzenegger in a los angeles courtroom friday. she cited irreconcilable differences and is seeking spoufrl support around joint custody of the children. is six weeks after the former give admitted to faring a child with a former employee. >> stay with us. there is much more ahead including "11 fitness."

>> we look at the radar. nothing going on here. a few false echos on the dover radar. those those are birds or insects showing up. you see a ring on the eastern shore. out west those are rain echos, showers. yesterday they were all in indiana. it has moved farther east today. that progression of that weather system out west will continue

through the weekend. so, rain chances eventually increase here although today fine. it is tonight and tomorrow that we are a little more concerned about the chance of rain. as far as the weekend and holiday plans. as far as the lawn, the prospect of rain tomorrow is good. 62 at b.w.i., tv hill 61. 84% humidity. 30.08 barometer rising. so we are high and dry and winds are calm. predominant breeze today. instead of from the north it will be more southerly and it had help boost the temps and humidity. annapolis 6, salisbury 61. boardwalk 64. parkton 62. westminster 63. frederick up to 57. frostburg 55. still cool out to the west and here is the satellite image. clear skies over us. closer to the ocean there are clouds along the shoreline. this is kind of a block.

it won't let the rain come in from the west for the time being. this weakening and this storm will take advantage of that push further east. ahead of that storm is a flow of southerly air. it is warm and humid and hot in the southern plains yesterday. a few readings into the 100's. that will come in as this slides east. so, heat and humidity go up and rain chances go up eventually. today the rain chances look like they are mostly west of us. mostly sunny, a few clouds late. south winds at 10. 88 to 92. five knots on the bay. it is south winds five knots today. less than one-foot chop. the future cast shows this rain chance later there evening if you watch the time line crossing the area and early tomorrow.

then later in the day as the front approaches more scattered showers and thunderstorms. scattered is the operative word. it may not affect everybody. but if you have a picnic planned tomorrow -- lisa -- you may get hit. just keep an eye on that. lightening a big threat. by monday most of the rain will push south so monday on the whole looks good around baltimore. farther south the rain chance may hang around. there is the ocean city forecast. 87 today, tomorrow scattered storms around that could extend into monday morning. temps all weekend will be in the 80's. the forecast here seven days, 90 today, 91 sunday, monday 88. kind of a hot and humid day sunday and rain chance the highest on sunday. today the chance mostly west of us and late in the day. monday the rain chance is pushing south. tuesday and wednesday look dry, thursday and friday rain chances return and we need the rain so

that is not totally bad. and the fireworks forecast, this is just the monday night forecast. like mostly clear, maybe a few scattered clouds. in the 70's that is good viewing weather for the fireworks wherever you may be. >> if you are planning a cookout or have fireworks this weekend it is a cause for celebration but officials want you to be safe. they are concerned about the fireworks. we have more. >> they have a second to get rid of it but they don't and it goes off in their hands. >> kaorbgd to the c.d.c. more than 8,000 were rushed to the emergency room with injuries from fireworks last year. >> tears the skin, can fracture the bone, tear tendons. obviously it can blow to pieces parts of the hand. similar to somebody throwing a fire cracker when it is near their eye you see the burns that

occur to this hard boiled egg to simulate the eye. you take that burn, that rupture and apply it to an eyeball, you end up with scarring on the cornea, perhaps rupture of the globe that results in permanent vision loss. >> handling of fireworks and adult supervision are the best way to avoid injuries like this. officials want you to think about your safety on the water. >> 4% of the fatalities that we have seen recently over eight out of 10 folks didn't have a life jacket. >> that is why the coast guard wants you to make sure there are enough life jackets for i have person on the boat. in addition to having a v.h.f. and cell phone you should have a float plan in place. >> let somebody know where you are going, what your plans are. it can be a phone call, here is my plan, i'm leaving at this time. i have this many people on
